Daniel,

Load phpBB Admin page,
click Configuration under General Admin on the left side.
After the "General Configuration" page loads up find "Enable account activation" and click on "Admin"

You will get a email with a link that you have to click before the new member can post.
I have had 22 new members on my site in the last 24hrs and each one has been a spamer.
It's easy to tell by the email address, URL and general info they give and I just delete the accounts.
