Built by Yokosuka. Delivered to the Imperial Japanese Navy (IJN).

Wartime History
The wartime history of this aircraft is unknown.

During the American occupation of Japan, this aircraft was one of three P1Y1 Francis captured by U. S. forces. The three aircraft were identified as FE (Foreign Equipment) with a number: FE 702, FE 1701, and this aircraft was FE 1700. During late October 1945, loaded onto the USS Barnes CVE-20 and departed Japan on November 3, 1945 bound for the United States.

Postwar
During February to July 1946, this aircraft was stored at Olmstead Field in Middletown, Pennsylvania where it was flown and evaluated. Ultimate fate unknown, likely scrapped or otherwise disappeared.
