This story doesn't surprise me in the least. Apart from Japanese soldiers and civilians, the USSR also detained POWs and civilians they "liberated" in Eastern Europe in 1944-45 for, basically, slave labour. Apart from USS Lagarto, there are at least three more submarine wrecks in the South China Sea. Two are north of Poelau Tioman, O 16 and K XVII, both sunk by mines in December 1941.
